Reputation for Bipartisan Success


Keith Wheeler has enjoyed significant and meaningful legislative success over the decade in the Illinois Capitol as a legislative leader and Senior Advisor to the House Minority Leader by working with leaders in both chambers from both political parties. As the author and chief sponsor of the Blue Collar Jobs Act, a first-in-the-country tax incentive program based on wages paid to construction workers, Keith exhibited an innovative approach to policy while leveraging his trusted reputation for finding win-win solutions for members and stakeholders.

That legislative success for Illinois was realized when Governor J.B. Pritzker signed the bill into law in 2019.  Keith’s other legislative successes encompass a wide range of important issues including criminal justice reform, insurance reform, small business regulatory reform, women’s issues, water supply expansion, gaming, and clean energy.  

Keith is also recognized for his role as co-chair of the Joint Committee on Administrative Rules (JCAR) for six years during both the Rauner and Pritzker administrations.  His tenure included the worldwide pandemic during which state government was run, in effect, by issuance of emergency rules for which JCAR had oversight.  By working in a collaborative and bipartisan manner, Keith was able to balance the best intentions of the executive branch with the needs and rights of impacted parties by finding common ground with staff and JCAR members.  This experience gave Keith the opportunity to find sensible solutions with departments and agencies in state government administration as well as stakeholder groups throughout the state.

Keith started an IT services company, which is based in his hometown of Oswego, in 1991 after working with IBM and the University of Illinois while a student at the Urbana-Champaign campus.  For more than 30 years, Keith and his team have built and protected IT systems that small business leaders and local government agencies throughout Chicagoland have come to depend on for success.  Keith and his family live in Oswego.
